£228m for motorway EV charging: the grid work drivers will never see

The government is preparing to subsidise electricity network upgrades at motorway service areas where EV charging can’t get enough power. Here’s why the bottleneck for motorway charging was never really about chargepoints.

The expensive bit of motorway EV charging may not be the chargepoint a driver plugs into.

It may be the unseen work behind it: getting enough power to a motorway service area, at the right voltage, in the right place, without waiting years for the local electricity network to catch up.

Why the barrier isn’t chargepoints anymore

That framing makes this less a simple charger story than an electricity story with crash barriers and slip roads attached. Motorway service areas are where range anxiety becomes queue anxiety. A pair of rapid chargers might have been enough a few years ago. A bank of high-powered units serving family traffic, fleet vans and holiday peaks is a different proposition entirely, and that proposition runs straight into a constraint that has nothing to do with parking space.

Government’s own reasoning, set out through a Department for Transport consultation, is direct about the problem: limited access to affordable electricity network capacity remains a significant barrier to charger rollout in England, even though the charging market itself has matured considerably. The Strategic Charging Infrastructure scheme is designed specifically to strengthen electricity network connections at a selected subset of the 116 motorway service areas in England, where upgrade costs are currently too high for the market to justify without help. Once strengthened, that capacity would be made available to firms installing open-access EV charging at a subsidised rate, rather than government building or running the chargers itself.

The scale of the underlying concern is well established. Charging on long journeys remains one of the most commonly cited barriers to EV uptake, and motorway service areas play a specific safety role beyond charging, they’re where drivers stop and rest on long trips, which means their charging offer has to keep pace as EV numbers grow, not lag behind it.

This isn’t a first attempt at solving grid-constrained motorway sites. National Highways ran a smaller, earlier version of the same problem in 2022, procuring energy storage systems specifically to enable rapid EV charging at motorway service areas where existing electricity network capacity was, in the authority’s own words, insufficient to support the rollout within the required timescale, and where adding new grid capacity conventionally was commercially unviable. That scheme was valued at £8.83 million, a fraction of what’s now being planned, but it established the same underlying logic: sometimes it’s cheaper and faster to store and manage power on-site than to wait for a full grid upgrade.

More recently, National Highways has also procured direct connections between its own energy storage systems and chargepoint infrastructure at motorway service areas, including a contract connecting its storage systems to charging equipment already owned and operated by Gridserve. Both examples point the same way: the visible EV charger is increasingly the last step in a much longer chain of grid connections, storage systems and network upgrades that most drivers never see or think about.

It’s worth understanding why this needs government intervention at all rather than being left to the charging market. A service area can be in exactly the right transport location and still be in the wrong electricity location, sitting somewhere the local distribution network simply wasn’t built to deliver the kind of power a bank of ultra-rapid chargers needs. Upgrading that connection can cost more than a private charging operator can justify recovering through charging fees alone, even at a well-used site. Government’s answer isn’t to fund the chargers. It’s to de-risk the grid connection itself, then let the normal commercial charging market operate on top of it once the power is actually there.

That’s also why drivers can sometimes find a service area with plenty of physical space but limited charging availability. The constraint usually isn’t the tarmac. It’s what can be pulled from the grid and distributed safely across the site, work that has to happen well before any driver sees a new charger bay appear.

Trade reporting has indicated National Highways has moved into premarket engagement on a contract intended to deliver this next phase of grid strengthening at scale, though the specific contract value and delivery timetable being circulated haven’t yet been independently confirmed through a formal government procurement notice at the time of writing. What is confirmed is the direction: government has committed to strengthening electricity networks at selected motorway service areas and making that capacity available to industry at a subsidised, commercially viable price, building directly on the smaller-scale energy storage schemes National Highways has already delivered.

For the sector, the likely significance is procurement and delivery complexity as much as transport policy, the same lesson National Highways’ own maintenance framework makes about the strategic road network generally: the visible asset only works because of infrastructure decisions made well before anyone drives past it. For drivers, it’s simpler. Fewer queues, faster top-ups, and less guesswork about whether the next motorway stop can actually take the demand arriving there.
